On April 2, 2024, the Rosenberg City Council unanimously approved Resolution No. R-3644, approving and ratifying the adoption of the Economic Development Strategic Plan 2024-2033 (Plan). The Plan represents several months of extensive information gathering and detailed analysis by Economic Development staff and TIP Strategies, Inc., a firm specializing in professional strategic planning services. The Plan is intended to guide the RDC and the Economic Development Department to prioritize new projects and build a deeper knowledge base to expand staff roles, thereby offering greater benefits to new and existing businesses in Rosenberg, and strengthening partnerships with public and private entities regionally.
The Plan consists of an in-depth quantitative analysis that prepared a target assessment of factors that define the area's overall competitiveness and concerns to economic decision-makers (e.g., sales tax, tax, base, housing, business climate), workforce analysis, and land use analysis. This data, along with the information gathered during stakeholder engagement, generated an analysis of Rosenberg's strengths, weaknesses, opportunities, and threats (SWOT).
Working closely with the RDC staff and the RDC Board of Directors to identify and refine strategic direction, TIP Strategies drew on insights from the qualitative and quantitative research to create the plan framework. The strategic plan seeks to maximize development opportunities in three areas including industrial, retail and redevelopment, while the organizational goals focus on compliance and market data, public communications and transparency, workforce development, and small business and entrepreneurship.
